Congressional GOP Embrace Trump's Call to Replace Affordable Care Act

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the longest shutdown of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

President's Proposal from Golf Course

As Saturday's meeting got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic senators shared concerned reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another senator reacted to the censure of carriers by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an developing plan from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to reopen the government and continue the subsidies for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Political Situation

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Several analysts indicated that the core of such a proposal would remove the ACA's requirement that carriers cover individuals with existing health issues.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
