UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a latest poll of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and using savings to manage increasing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in southeast England announced its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase local levies next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found council budgets being stretched by the increasing figures of children and adults requiring Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data underscores the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey found.
